Jacaranda Mimosifolia :-(

In February 2008 I planted two Jacarandas in my Phoenix, Az. yard. they are about 100' apart. One is thriving the other is looking very puny. It has lost a lot of branches leaves. Not looking good at all. I read that overwatering can produce this results and/or underwatering can do the same.

I just discovered the thriving Jacaranda has two 2 gal. emitters and the puny one only has one emitter. (Darn those landscapers!)

I've increased the water on the puny one but it doesn't seem to effect it yet. I don't want to lose this tree!

I know drainage can be different just 100' apart but is that the problem here? Too much or too little water or WHAT? Help please!
